Buffalo News writer Tom Precious has written pieces like this before, and he will need to write more in the future.  If nothing else, the latest chronicle of legislative chaos is a testimony to the need for groups to have professional lobbyists who can navigate the process.

There are always plenty of articles on the dysfunction and legal and ethical ambiguities of our state government.  It makes for sad reading.
