A week or so after the state budget is constitutionally mandated to be enacted nothing much is happening. No budget, and no effort to complete it – at least publicly. The twenty-first century is the information age – everywhere except Albany. In your state capitol the “bossism” and back-room meeting of the nineteenth century are the norm.
